The use of the TAR/RCI number will become mandatory on the ECT Delta and the ECT Euromax terminal by March 2024 at the latest. Without a correct TAR/RCI, you or your driver cannot enter the terminal.
What does this obligation entail?
At this time, TAR/RCI can still be used voluntarily to gain access to the ECT Delta and ECT Euromax terminal. Using TAR/RCI, you or your driver can drive directly on to the terminal, except in the case of dosing.
Without TAR/RCI, you or your driver can still plan the trip yourself, whereby the PIN code must be entered when picking up containers. This option will soon be no longer possible, which makes the use of TAR/RCI mandatory.
Intermediate step towards TAR/RCI obligation
To prepare everyone for the obligation to use TAR/RCI, from Monday 15 January it will no longer be possible to choose the option: 'I don't have TAR/RCI' upon arrival. You can only enter the correct TAR/RCI. In the event that an incorrect TAR/RCI is entered, the barrier will still open. Until the definitive obligation is introduced, you or your driver can still plan the trip yourself at the Self-service stations in building 5 at the ECT Delta terminal and at the Inspection-in at the ECT Euromax terminal.
Why the TAR/RCI obligation?
The obligation to use TAR/RCI is an important part of the Secure-Chain, a public and private initiative for the physically and digitally safe collection of import containers in Dutch ports. This will end the use of PIN codes.

TAR/RCI is only valid for carriers who make a pre-notification or have been designated as executing carrier by the pre-notifier.
For the safety of the carriers, the TAR/RCI is only valid for the carrier that has made the pre-notification in Portbase or when an executing charter in Portbase has been identified in the pre-notification.
The check between the pre-notification and the Cargocard is done using the EAN number and the latter is therefore becoming increasingly important in the process. Make sure that your correct EAN is registered within Portbase.
Exceptions to TAR/RCI: removing empty containers and returning bundles via Troubledesk
For the time being, TAR/RCI is not available for pick-up empty containers and returning bundles. A solution will be developed in the coming period. For the time being, these flows must be handled via the Troubledesk of the ECT Delta or ECT Euromax terminal. For these flows the TAR/RCI code is '000 000'.
